We are a system integrator bidding on government cloud tenders, and we need senior architecture support we cannot hire in time

  • System integrator
  • Cloud partner
  • Software vendor

The situation

A government or large-enterprise tender has landed. It asks for a cloud architecture, a migration approach, a security design aligned with NCA requirements and a credible operating model, and it has to be answered in weeks. Your delivery team is busy on current projects. Your pre-sales architects are good at the products you sell, but this customer wants an architecture that is judged on the customer’s terms, not on your portfolio.

Hiring a principal architect for one bid is not realistic. Losing the bid for lack of one is not acceptable either.

Why this is hard

  • Government evaluators read many proposals. A generic reference architecture with the customer’s logo added is recognized immediately.
  • Saudi public-sector requirements are specific: data residency, the NCA Essential Cybersecurity Controls (ECC) and Cloud Cybersecurity Controls (CCC), national cloud options and the customer’s own classification rules. Getting these wrong disqualifies an otherwise strong bid.
  • The technical response must hold together across cloud platform, security, migration, operations and commercial model. Different authors produce contradictions that evaluators find.
  • Customer workshops and clarification meetings need someone who can answer a senior architect’s questions on the spot.
  • Partner incentives sometimes push a single-vendor answer when the customer’s situation calls for hybrid or multi-cloud.

What goes wrong when it is ignored

  • The bid is marked down for a weak or non-compliant architecture despite strong pricing.
  • The bid is won on promises the delivery team cannot keep, and the project becomes a loss.
  • Clarification questions reveal gaps that erode the evaluators’ confidence in the whole proposal.
  • Your firm is remembered as a product reseller rather than a solution partner.

How I approach it

  1. Read the tender as the evaluator will. I extract the architecture, security, residency, migration and operational requirements, including the implicit ones, and build the compliance matrix your response has to satisfy.
  2. Lead the technical discovery. Workshops with your team and, where permitted, the customer, to understand the current environment, constraints and what the customer is actually trying to achieve.
  3. Design the solution architecture. A target architecture on the platform that genuinely fits, whether AWS, Google Cloud, OCI, stc cloud, Zain Cloud, private cloud or a hybrid, with identity, network, security, data residency, migration approach, DR and operating model worked through, not sketched.
  4. Align it to the regulatory requirements. NCA ECC and CCC alignment is designed into the architecture and described in the response in the language evaluators expect, without claims your delivery team cannot later evidence.
  5. Write and review the technical response. I draft or review the architecture sections, check the whole response for consistency across authors, and make sure the commercial model matches the design.
  6. Stand with you in front of the customer. Technical presentations, clarification rounds and executive briefings, as part of your team. If you win, I can continue as the solution architect through mobilization or hand over to your delivery team.

This is the engagement route described on the services page as Partner and Pre-Sales Architecture Support. It is independent and vendor-neutral, and I work within your confidentiality and exclusivity arrangements for the bid.

What you receive

  • A requirements and compliance matrix for the architecture, security and residency sections of the tender.
  • A target architecture and migration approach for the customer’s situation.
  • Written architecture and security sections for the response, or a review of your draft.
  • A consistency review of the full technical response.
  • Preparation and participation in customer workshops, presentations and clarification rounds.
  • Optional continuity into delivery as solution architect.

Where to start

Send the tender summary or the sections you are struggling with and book a free 30-minute Architecture Decision Review at /free-architecture-review/. I will tell you quickly whether I can add value within your deadline and what form the support should take. The contact form, with the partner and pre-sales topic, is the alternative.
