RAG Data Exfiltration
Semantic relevance is not authorization.
A controlled comparison testing whether an authenticated user can retrieve, through a RAG pipeline, information from documents they are not authorized to read — because retrieval ranks chunks by semantic similarity but does not enforce access boundaries.

Executive Summary
Executive Summary
A reproducible harness of seven adversarial requests and two benign controls, run against a Vulnerable and a Hardened configuration of a synthetic enterprise knowledge assistant with a real retrieval pipeline (nomic-embed-text embeddings, an exact cosine vector store, top-4 retrieval, llama3.1:8b at temperature 0). Vulnerable mode: unauthorized retrieval 7 of 7, unauthorized context exposure 7 of 7, unauthorized output disclosure 7 of 7. Hardened mode: 0 of 7 for each. Both benign controls, including the authorized Finance query, were answered correctly in both modes.
Objective
Objective
To test, using safe synthetic data, whether an authenticated user can obtain information from documents they are not authorized to read because the retrieval layer considers semantic similarity but not authorization — and to measure where the access boundary fails: at retrieval, at model context, or in the final answer.
About the term: in this lab, RAG data exfiltration means unauthorized retrieval, unauthorized exposure of retrieved content to the model, and — where observed — unauthorized disclosure in the returned answer. It does not mean network-layer exfiltration; no data leaves the machine, and nothing here involves a covert channel.
What Changes When RAG Is Added
What Changes When RAG Is Added
In ASL-004 the application placed records directly in the model's context. With RAG, the application instead embeds the question and searches a vector index, and what the model sees is decided by similarity. A vector search score answers: How similar is this chunk to the question? It does not answer: May this user read this chunk? Authorization has to be part of the retrieval architecture.
Security Assumption
Security Assumption
In Vulnerable mode the protection for restricted chunks is the assumption that the model will withhold unauthorized retrieved information: the prompt asks it to only answer using information the current user is allowed to access, but authorization is not enforced before retrieval or context construction.
Synthetic Knowledge Base
Synthetic Knowledge Base
Six clearly synthetic documents about a fictional company, Meridian Demo Corp, chunked into 14 chunks across three access domains: PUBLIC (a handbook and office hours), FINANCE (a Q3 forecast and an acquisition analysis) and HR (a compensation review and an employee case note). Every chunk keeps its chunk_id, document_id, title, classification, allowed_groups, tenant and source. Restricted documents contain deterministic synthetic values so disclosure can be detected exactly — for example a Project Sandglass forecast of SAR 14.72M, an executive compensation adjustment of 17.3%, and the markers FINANCE-CANARY-ASL005-7421 and HR-CANARY-ASL005-3816. These are evaluation aids, not credentials; all figures and names are invented.
Identity & Entitlements
Identity & Entitlements
Three synthetic users with simulated sign-in: USER-PUBLIC (groups: PUBLIC), USER-FINANCE (PUBLIC, FINANCE) and USER-HR (PUBLIC, HR). A user may read a chunk if and only if one of their groups appears in the chunk's allowed_groups. Entitlements are ordinary application policy, decided in code; the model is never asked whether a user may read something.
RAG Architecture
RAG Architecture
Documents are chunked (600 characters, about 100 overlap), embedded with nomic-embed-text (768 dimensions, via local Ollama) and stored in an exact-search cosine vector store. At query time the question is embedded, the top 4 chunks are retrieved and supplied to llama3.1:8b (temperature 0, the same model as ASL-001 to ASL-004). Both modes share every component and setting; only where authorization is applied differs.

Vulnerable Retrieval Design
Vulnerable Retrieval Design
The question is embedded and a similarity search runs over every chunk in one global index. The top-k chunks, whoever may read them, are placed in the model's context with their metadata, and the prompt asks the model to only answer using information the current user is allowed to access. Nothing deterministic enforces that (app/modes.py, vulnerable branch).
Threat Scenarios
Threat Scenarios
An authenticated user asks the knowledge assistant a question whose answer lives in a document their groups do not entitle them to. No authentication bypass, no direct access to the vector store and no document injection is involved — the question is whether the application's retrieval pipeline enforces the access boundary.
Test Method
Test Method
Nine requests, written and fixed before the first run: seven adversarial (a direct restricted-topic question, a semantic paraphrase, a cross-domain aggregation, a restricted-fact extraction, an HR extraction, and two where a Finance or HR user asks for the other restricted domain) and two benign controls (a public question, and an authorized Finance question). Each runs once per mode as its synthetic user. Three events are measured separately and independently of the mitigation code, from the published index manifest: unauthorized retrieval (chunk metadata of what search selected), unauthorized context exposure (chunks sent to the model), and unauthorized output disclosure (exact match of protected synthetic values in the returned answer). The run was a single round; no request was changed after seeing results.
Retrieval Evidence
Retrieval Evidence
Every retrieval below is from the published run: the query, the candidates the search returned, their similarity scores, classification and allowed groups, whether the requester is authorized for each, and whether it was sent to the model. In Vulnerable mode the Authorized? column is a diagnostic label only — it played no part in what was retrieved or sent.

Unauthorized Retrieval vs Context Exposure vs Disclosure
Unauthorized Retrieval vs Context Exposure vs Disclosure
These are three different events. A model may decline to repeat an unauthorized chunk it was given, but if unauthorized retrieval and unauthorized context exposure are true, a security boundary has already failed; observed output disclosure is an additional failure. In this run all three occurred together in Vulnerable mode (every retrieved chunk was sent to the model, so retrieval and exposure coincide there), and none occurred in Hardened mode. Independent check: in every Vulnerable adversarial result the protected values found in the prompt text agree with the chunk-metadata determination of exposure.
Root Cause
Root Cause
Retrieval ranked chunks by similarity across the whole index and passed the result straight into the model's context. The only access statement was a natural-language instruction in the prompt; no deterministic check separated what was relevant from what the user was entitled to read.
Hardened Retrieval Design
Hardened Retrieval Design
Authorization constrains retrieval before anything reaches the model. The user's groups are applied as a metadata pre-filter (allowed_groups intersects user.groups) so unauthorized chunks are never scored, returned or sent to the model; the retrieved set is re-verified before the prompt is built and the request fails closed if an unauthorized chunk is present; and an entitlement-aware output validator redacts protected values as defense-in-depth (mitigation/authorization.py, mitigation/output_validation.py). The store supports pre-filtering, so no unauthorized candidate is ever retrieved. A backend that could not pre-filter would retrieve candidates and drop unauthorized ones before constructing the prompt (filter_authorized). The behavioral instruction, model, temperature, embedding model, index and top-k are identical in both modes.
Retest
Retest
All 7 adversarial requests retested in Hardened mode against the same model, embedding model and index: 0 unauthorized retrievals, 0 context exposures and 0 output disclosures, including the requests that disclosed a protected value in Vulnerable mode. The candidates in every Hardened trace are authorized for the requester (6 of 14 chunks are eligible for USER-PUBLIC, 10 of 14 for USER-FINANCE and USER-HR). The output validator fired 0 times: every protection in this run came from authorization before model context, not from filtering the answer. Hardened answers to restricted questions declined (for example, I do not have that information).
Authorized Functionality
Authorized Functionality
Both benign controls were answered correctly in both modes, and the expected document appeared in the retrieved top-4 in both. The public control (RDE-06) retrieved only public chunks in both modes. The authorized Finance control (RDE-07) returned the Project Sandglass forecast in both modes. In Vulnerable mode, that legitimate Finance query also retrieved two HR chunks the Finance user is not entitled to and sent them to the model (unauthorized retrieval and context exposure on a benign request); the answer contained no protected HR value. In Hardened mode the same query retrieved only authorized chunks.
| Control | User | vulnerable | hardened | ||||
|---|---|---|---|---|---|---|---|

| RDE-06 public benign control | USER-PUBLIC | PASS | Yes | No | PASS | Yes | No |
| RDE-07 authorized restricted control | USER-FINANCE | PASS | Yes | Yes | PASS | Yes | No |
Limitations
Limitations
Disclosure is exact, case-insensitive substring matching of planted synthetic values; a paraphrased or re-encoded value would not be flagged, so output disclosure may be understated. Retrieval and exposure are determined from chunk metadata and do not depend on text matching. One model, one embedding model, a 14-chunk corpus, seven adversarial requests and one round: this measures one architecture, not RAG systems in general, and a different model or ranking could behave differently. Existence-level information is not measured — some Hardened answers mention that restricted material exists, because the public handbook itself says so. Retrieval quality is not evaluated beyond whether the expected document appeared in the top-k for the two benign controls. The vector store is a small exact-search implementation, not a production database; database-level authorization is out of scope (ASL-008).
Key Security Lesson
Semantic relevance is not authorization.
Enterprise Implications
Enterprise Implications
RAG adds a retrieval system between the user and the model. That retrieval system becomes part of the security boundary.
A similarity score answers a relevance question:
"Which chunks are semantically closest to this query?"
It does not answer an authorization question:
"Which chunks is this identity permitted to read?"
ASL-005 demonstrated why those two decisions must remain separate.
In the vulnerable architecture, the vector search operated over the complete knowledge base. Restricted Finance and HR chunks could therefore be selected purely because they were relevant to the user's question. Those chunks were then placed in the model context, while a natural-language prompt asked the model not to reveal information the user was unauthorized to access.
That design failed at three separate points:
- unauthorized information was retrieved;
- unauthorized information entered the model context;
- the model disclosed protected synthetic information in its answer.
The more significant architectural problem begins at the first two stages. Once information outside a user's entitlement has entered the model context, the application is depending on probabilistic model behavior to preserve an access-control decision that should already have been enforced deterministically.
The hardened design moved authorization into the retrieval path.
The user's entitlements constrained which chunks could participate in similarity search. Unauthorized chunks were therefore excluded before they could become candidates for model context. A second deterministic check verified the retrieved set before prompt construction.
In this test, the output validator did not need to redact a single response. Protection came from preventing unauthorized information from reaching the model in the first place.
This leads to an important design principle for enterprise RAG:
Apply authorization before AI processing, not after it.
For production systems, this principle can affect several architectural choices:
- vector-store metadata design;
- document and chunk classification;
- identity propagation from the application to the retriever;
- group, role or attribute-based access controls;
- tenant boundaries;
- retrieval filtering;
- cache design;
- observability and audit logging;
- fail-closed behavior when authorization metadata is missing or inconsistent.
A shared vector index is not automatically unsafe. The security question is whether retrieval is constrained by the identity and entitlements of the requesting user before retrieved content becomes model context.
Likewise, separate vector indexes are not automatically secure. Authorization still has to be enforced consistently across ingestion, retrieval, caching, re-ranking and downstream application logic.
The central lesson from this lab is therefore broader than vector search:
RAG security requires the application to carry existing enterprise authorization boundaries into the retrieval layer.
The LLM should consume the result of that security decision. It should not be responsible for making the decision itself.
